With reference to Viscount Milner's despatch

No.348 of the 9th July, 1919, on the subject of the grant

of a site to the Chinese Public Dispensaries Committee

for the erection and maintenance of a maternity hospital,

I have the honour to inform you that the Committee has

offered this hospital, the Tsan Yuk, as a free gift to

Government. The hospital, which is used as a training

ground for students of the University, has sixty beds.

In addition there is an outpatient department divided into four clinics, gynaecological, venereal diseases, antenatal

and infant welfare. The hospital is popular and has

proved a success, so much so that it is growing rather

beyond the scope and resources of the Committee. It is

proposed that Government should run it on much the same lines as at present, with possible expansion as funds permit. It is estimated that there will be an initial expenditure for reconditioning of about $5,000, and that the annual cost of maintaining and running the Hospital will be about $35,000. There is an estimated annual income from fees of $10,000 and the present Government grant of $5,000 per annum would be

saved. The net additional cost to Government therefore

would be about $20,000 per annum. In course of years a

considerable outlay on building improvements may be necessary.
